Bill Palmiscno is the 2011 Potato Bowl Grand Marshal.
For the past 36 years, Bill has been employed at the Grand Forks Parks District as their Superintendent of Parks and Recreation.
Bill graduated from the University of North Dakota in 1973 with degrees in Elementary Education and Physical Education.
Bill is a lifelong resident of Grand Forks, North Dakota and he and his wife, Pauly, have two sons, Peter and Toby.
